1910.9 Per-Employee Compliance: citations, penalties and recently cited employers

This section clarifies that duties to provide personal protective equipment and to train workers are owed to each individual employee. Where a standard requires PPE or training and an employer fails to provide it, each unprotected or untrained employee can be treated as a separate violation.
